The Special Task Force for Upstream Oil and Gas Business Activities (SKK Migas) successfully held the 2025 Upstream Oil and Gas Security Work Meeting (Raker Sekuriti) under the theme: “Transformation of Upstream Oil and Gas Security: Grand Design for Upstream Oil and Gas Security Through Synergy of Technology, Community Empowerment, Intelligence, and Sustainability for National Energy Resilience.”
This Work Meeting served as a key collaborative forum, gathering representatives from SKK Migas, KKKS (Cooperation Contract Contractors), the Indonesian National Armed Forces/Police (TNI/Polri), Ministries, and Regional Governments to formulate an adaptive and comprehensive national upstream oil and gas security strategy amidst increasingly complex challenges.

In his welcoming address, the Head of SKK Migas, Djoko Siswanto, emphasized that security is the main pillar for the sustainability and resilience of the national oil and gas industry.
Djoko Siswanto asserted that bolstering security can no longer rely solely on physical aspects. Instead, it must be integrated into a layered security system to effectively respond to multidimensional threats, which include cyber threats, social conflicts in operational areas, and the potential for sabotage against vital state assets.
Upstream oil and gas security is managed and structured through a Layered Security approach, encompassing four main pillars:
1. Outer Perimeter : Focuses on securing vast operational areas, including distribution lines and maritime zones. This requires strong synergy with defense and law enforcement agencies.
2. Inner Perimeter : Involves the direct security of installations and production facilities at the work site. This is often supported by advanced technology and KKKS security personnel.
3. Community: A crucial layer involving the strengthening of Community Based Security to gain the Social License to Operate (SLO) and prevent social conflicts in operational areas.
4. Security Apparatus: Active collaboration with the TNI/Polri, intelligence agencies, and other related institutions to maintain national security stability.
